Yes that is correct. Please note that when the form is submitted, users are redirected to PayPal checkout page. If the payment is not settled, those submissions are treated as incomplete submissions. By default, submission emails are not sent for incomplete payments. You may like to take a look at the following guides for more information on incomplete payments:
