May we know what form you are referring to? I presume you are referring to the one titled "NRAA Summer 2016 Board Meeting - Committee Report Form". Please note that you will get that limit because you have set the Preferences->Advanced tab->Unique Submission option to "Check cookies and IP".
Please note that that option limits your users or you to submit the form one per IP address. Meaning if the same computer with the same IP has filled out the form, then it cannot make another submission.
To learn more about this option, you can check this guide: https://www.jotform.com/help/64-How-to-Set-Unique-Submissions-on-a-Form. If you do not wish to limit the submission, then you can disable that option.
