We want users to be able upload a portrait image of themselves and possibly other images. Is this possible? How?

Hello,
Yes, this is possible. Simply edit your form and add the upload field into your form. Once you're on the form builder do the folllowing steps:
1) Click Basic Fields on the left panel -- this will expand the list of fields available underneath
2) Select File upload
3) Drag the field to where you wish it to be placed in your form
4) On the upper tool bar, click on Required -- this will require your users to upload a file before making a submission. Disable it if you would like your form users to submit the form without submitting a file.
There are also a number of options available such as adjusting the Max file size. The default setting of this is set to 1MB (1024KB), you can increase it to allow users to upload images more than 1mb in size. You can also restrict or add more file extensions by clicking Extensions

Unfortunately, that is default based on the browser. There is no option or property to modify those.
But, you can set the file upload field to accept multiple submissions by selecting the field and either click the Allow multiple button on the tool bar
Or click the Properties icon (that gear icon on the right most part of the form element, just before that red X mark. And then go to MULTIPLE tab.
- Turn on Multiple Files
- Change the button textLet us know if you need further assistance.

assume that I would have to put the translation of Upload a file
in multiple language versions so, in my case, people would see
four different language versions of Upload a file. That is OK, I
guess. Do I understand correctly?

Just like what Liyam said, you cannot translate or modify the file upload button for single files. However, if you use the "Allow Multiple" function of the file upload, you can translate it. Here's a guide:
1. Select the File Upload field and then click the "Allow Multiple" option at the toolbar.
2. Click the "Preferences" button.
3. Under the General tab, click the "Add" button in the Languages.
4. Edit the language by clicking it and selecting the "Edit" option.
5. Translate the File Upload field. You'll see the "Label" text and the "Button" text.
6. Don't forget to hit the Save button. After that, save all the changes and then test it.
