Condition not working

There is a question that asks if they are registering a 4th child and if they say no it it is supposed to jump to a new section. When I look on the back end my conditions seem fine but when people fill out the form and click no nothing happens. 

The form is currently configured to show the Page Break with other fields when the 'No' answer is selected, and it seems to be working properly.
