I selected one submission to delete and after appearing to be ready to time out, the page went to a high traffic overload page. When logging back in, I have none of my 20 submissions.

I believe that you are referring to the form Grant application in your account. We are very sorry for the inconvenience this may have caused you. Unfortunately, it is not possible to recover the deleted submissions. However, let me forward the issue to our backend team to see if we can recover the submissions back to your JotForm. If we have any update in this regard, you'll be posted here.
Also, I see that your email address is in our bounce list stating that the email address is not valid. So, the notifications being sent to your email address were failed. I have removed the email address from the bounce list and you should be now able to receive emails without any issue.
