Would someone be able to print off or save the form locally so that they could complete it offline? Or do they need to be online to complete the forms

With JotForm, you can do both.

By default, forms you will create in the form builder requires an internet connection. And if you are going to share your form URL or embed your form, the user needs to have an internet connection to fill and submit the form.

However, if you want to take your form offline, you can simply create a fillable PDF version of your form. You can share the fillable PDF to your users online or offline. So when the user fills the PDF, they can save it locally and print it if they want. They can also submit their data straight from the PDF form once they are connected to the internet whenever they want.
