Are you referring to this form? https://www.jotform.com/form/12050137706, on of the recipients was in bounce list:
https://www.jotform.com/help/262-How-to-Remove-Your-Email-Address-from-Bounce-List
It has now been white-listed, so this should solve the problem. In addition to this, you may whitelist our domain names, if the issue continues, as we use Amazon SES method for "noreply@jotform.com" sender. Here are our domain names:
- us-sub1.jotservers.com
- us-sub2.jotservers.com
- aws-sub1.jotservers.com
- aws-sub2.jotservers.com
- us-app2.jotservers.com
- jotservers.com
- jotmails.com
- jotform.com
- amazonses.com
- email.amazonses.com
- *.smtp-out.amazonses.com
- jotform.co
- secure.jotform.co
- s3.amazonaws.com
- static-interlogyllc.netdna-ssl.com

I don't understand the technical jargan - can you please say this in simple terms???
I have 3 email addresses that should receive an email once the customer has completed the form and NONE of them have been received at either email address. I tested this on yesterday myself twice and it has not come through. This is the major issue.

I signed up for the 1,000 submissions and should have an issue with the number of submissions being sent in

There isn't any form titled "reservations" or "express sign up" in your account "allstudentshuttle":
The form I referred on my previous message, had one of its email recipients in bounce list. This happens when our notifications failed to deliver due to a rejection from your email service provider.
It could be that there is a security restrictions setup in your emails, that prevents the delivery. That's why I recommend you to check if the notifications ended in your spam or junk folders. Also add our domain names to your emails white-list.
Let us know if you need more help.

I referred to the forms as titled on the website - on jot forms it would be the "School Transportation Request Form" and the "Returning Student Sign Up Form"
What is a White list and where can I find it?

You would need to contact your email provider and give them our IP's to whitelist. Whitelisting means marking the domains or IP's as acceptable senders:
