I've tried in in Chrome & IE under Win7 Pro.

Can you please indicate if you are still having issues with the widget. I have just tested it was not able to replicate what you are indicating. Each time I opened the form, all the options that were not available were already check and could not be modified.

I've also created a new form with a ticket purchases widget inside just to make sure.
The new one I created also has the same bug - 0 availability item checkbox is unchecked and can be checked.
Addendum: There are no css codes within the form or widget.
I was only able to reproduce it on my end after cloning your form.
However, if you create a new form from scratch and add a Ticket Purchases widget then have the following Ticket Types,
You will not have any issues.
I see that you will only encounter such issues, only if you clone a form with those ticket types. This is because you still need to re-update/reload the widget. When I created a clone version of your form, https://form.jotform.me/62233148848460, I was able to fix the issues by re-updating the widget.

I checked your account and created a test form, unfortunately, I'm unable to replicate the problem. Here's a screencast of it:
I went ahead and cleared your form's cache in our admin panel, I also tried doing some refreshing on your account. I am not sure if that fixed the problem though. I presume this is more related on the computer, browser or a specific resource being used in your computer. But I'm glad that it is now working. If the problem occurred again, please let us know.
I think whatever you did solved my problem.
I even cleared my browser cache and the JotForm cache (figure below), then uninstalled and reinstalled chrome.
After reinstalling, the tickets widgets I create were still buggy, I've created around 10, delete the 1st 5 forms then create new 5 ones then delete again.
Then I saw the test form you created on my dashboard. When I opened it, I saw that the 0 items were disabled. So I tried to create a new form with ticket widget and sure enough, it worked. Did this 3 more times to make sure and everything went back to normal.
