I wasn't informed or aware of the sudden change in the policy.
Is this a bug?

Unfortunately this is not a bug. We have today rolled out a new form limits. This is basically a number of forms you can create depending on the account plan you have. Considering that you are on free plan you can create up to 5 forms on your account.
However all 27 forms that you have on your account will be active, but you will not be able to create new forms.
I think our higher team is working on sending further information about this new limit over email.

Actually this was the result of a technical error and we regret any inconvenience it may have caused.
You can still create new forms, although Form limit is shown on your account.
