I was wondering whether I can share some sort of form outline with various instructions that third parties can use to build their forms. Then I want to import that form directly to JotForm.
Currently, I have set up a JotForm form where these third parties input the form's various fields and I then manually create a form with those inputs.

As I can understand you need to allow others to build a form then this form should be shown on your account, please do let me know if I understood correctly your question.
What I would suggest you will be to take a look to this tool: https://www.jotform.com/anywhere/
It allows others to create a form, you can download it and customize it as well.
You can also take a look to our API documentation, this seems to allow you to create forms, using our API, if you have any question regarding this would be good for you to contact our API team: firstname.lastname@example.org
