Do archived forms count in the 25 forms?
How can I set up sub-folders under Archives?
I have set up an Archive/Completed folder for each Area but I think those are counting as part of our active forms.

Archived forms are still active, so the only forms that are not counting are those in the trash. It is however possible that if they are there, that they would be removed by our system, so I would personally not suggest moving them there to avoid the limits.
In regards to the folders within archive, that would not be possible, however if you have folders and archive the form, the folder label will be shown to you within the archive.
