My form was disable from taking payments in the free version, and I just completed the submissions.

Incomplete payments refer to payments that did not go through:
If a user closes the browser or didn't settle the payment after being redirected to the Payment Page, this will be logged as an Incomplete Payments. It will only be posted as a valid submission if the user completed the Payment and was able to completely process the transaction.
If the payment is incomplete, there is no way to force the payment to go through. You would need to contact the person who filled out the form and follow up with them to see why they did not complete the payment.
