How to drag and drop in Form Builder

I found the template for the initial widget. I need customers to initial after some paragraphs to show that they read & understood. But the problem is when I try to insert the widget it only goes to the very top or bottom of my document. Apparently I am doing something wrong. Please explain how to add the widget exactly where I need it to be. Thank you
