If I go over my upload space limit, can I delete some forms or submissions to go under that limit?

I have a free account, and I was wondering if  I delete some forms or some submissions will it make a difference? In terms of my upload limit?

In order to clear the storage space of your account, it is required to delete some submissions that have attachments. Please be noted that once the submissions are deleted from your JotForm account, they cannot be recovered in any way. Please make sure that you have the backup of your submissions before you delete them. You may consider integrating Google Drive or DropBox to your JotForm so that the submissions along with the uploaded files will also be stored in the cloud storage.
