I tested your form and I can see the languages drop down displays like this:
When you select a language it is not being applied either, but after cloning your form and investigating the issue, I found that there is not a default language:
I would suggest you to set a default language to your form and it should fix the issue, first go to the languages on your form and set one as default, on the language click on the setting icon and then click on the option "Set Default":
As your form is in English I would suggest you to set English as default, this way languages will be applied to your form.
