key file shared with user via email and downloaded directly through thumb drive to PC- looks like an internet explorer file when searched on desktop, and does not load to Jotform from email or site. not sure why this user is unable to load key to retrieve encrypted data.

To be able to see encrypted data you must need to upload your Private Key file. We do not store Private Encryption Key on our side, so this is essential to keep such file in a secure place.
First of all, check the Downloads folder on your computer to see if the key file is there.
On Windows it can be accessed with the next path in Explorer.
%HOMEPATH%\Downloads
And on Mac with Finder.
It is also possible to create a new private key file, but I that new file will not decrypt currently encrypted entries.
