Trying to create a form which allows either individual or 2 person teams to sign-up for an event but want to cap participation at 64 entries total. I tried using the ticket widget but had issues. Any clue how something like this could be created?

I would suggest you to take a look to the "Disable" feature, you may disable your form on a certain date, on a submissions limit or both.
You should disable the form once it has reached 64 submissions, which is your limit for total submissions.

Additionally, you may show the number of submissions your form has or the number of left submissions, this widget will help you with that: https://widgets.jotform.com/widget/submissions_counter
Regarding to the widget you were using, I think you're referring to the Ticket Purchases widget, please open a new thread and provide us the details about the issues you're facing with this widget, we will be glad to assist you with that.

It will help you to show the current number of submissions for your form or the remaining submissions.
To set up what info should be shown, please first click on the widget and click on the wizard icon:
