Cloned 2016 forms did not work. Users were not able to submit forms and often times could not go to the next page. Was there a major update that would make some functions unuseable?

I believe this is the form (http://www.jotformpro.com/form/62173400563953) you're working with right now. There are updates every now and then but the functions on your forms should still work properly.
I opened this form and I did a test submission. It was successful, I was able to see the Thank You page. It is fast and I didn't encounter any problem in filling up the forms. I used Google Chrome for testing. Here's a screenshot:
If this form is embedded on a website, please share the URL so that we can further investigate. There's a chance that there are script conflicts between the form and the webpage. If that is the case, we normally suggest re-embedding the form using the iFrame method.
