We have more than one user and sometimes I also access Jotform with same user but a different computer. I was under the assumption that one encryption key works per account.
Even though i could locate the key form the network on my co-worker's computer, clicking on it did nothing. My only option was to browse.
Is there a different process I need to use to access the key or do we need a different key to use on multiple computers (with two different users)?

Please refer also to the user guide : Encrypted-Forms-and-How-to-Use-Them
The private key used in the encryption can be shared to multiple user to open the encrypted form.
As long as the user have the private key to load it on the encrypted form data, they will be able to remove the encryption.
The encryption key per account will only work for the form/s created on the account (form owner)
How do we decrypt the text in the submissions panel to see it?
If your forms are encrypted you will be asked to upload your private key
As soon as you do so, It will show the success message
Once you click on the x at the top right it will decrypt the text and show it up for you.

I'm still having issues. I tried using the key on another computer but the the data remains encrypted and each function I try, it brings up the Private Key Wizard again. At first, it was confusing, because I didn't click the X to close. I was thinking a SUBMIT or ENTER button would appear after browsing so once i realized i just needed to click on the X, I went back to the other computer and tried it. IT just takes me in circles back to the Private Key window. Is an update of our account required?

I cloned your form and did a test with encrypting data. I didn't experience any issues as you can see below:
Since, encryption key is stored in cookies on your computer when you submit them, maybe you used wrong key so it pops-up every time.
Please try and let us know if the issue still persists.
