To make sure that you only receive one nomination/submission per computer, you can setup Unique Submissions on your form. To do so, simply follow our guide here: How to Set Unique Submissions on a Form. When you set it to Loose Check, your users will be unable to submit the form on the same browser if they already have a submission. If you choose Strict Check, then anyone connected to the network (same IP) will be unable to submit the form if there is already a submission on that IP.

Another alternative would be to set a Unique Question on your form as the form limit. For example if you set the email address as the Unique Question, when a user submits a form with their email address, then they will be unable to submit the form using the same email address as before. To set this up, you can follow our guide here: How to set Form Limits Based on a Unique Question.
