I used the Order Form Template. I am receiving orders but they are being held. I completed the transaction manually but I think that may have been a mistake. How do I know that I actually received payment? What is the turnaround time from when an order is placed until notification is given that payment went through. I guess my question is for PayPal and Credit Cards.

When the payment is successful, the initiation is sent instantly through IPN. You need to ensure that IPN is enabled in your PayPal account.
Have you received the payment in your PayPal account for the transactions which you manually completed? If you have received the payment in your PayPal account but the submissions still ended up in incomplete payments then IPN is disabled in your PayPal account which needs to be enabled. Please note that if you have not received payment in paypal that means when the form was submitted and users were redirected to PayPal checkout page, user did not settle the payment. That is the reason why your submission ended up in incomplete payments.

I have not received any payments. I looked at the link that was sent for IPN and I can't find where to enable IPN. My profile page doesn't have My Selling Tools link. Do I need to upgrade to a business account on PayPal?

Also, how do I know if my paypal account is linked to payments through jotform? I looked at my profile on jotform and couldn't find anything there. Where do I find out where payments are going? Thanks,

I don't think it is required to have a business account for enabling IPN. Please try accessing the IPN page below directly after logging into your PayPal account to change the settings.

Since you can receive the payments to PayPal by using the email address, the only way you can find from the payment field in your JotForm. There are no other settings available to link your forms with PayPal.

I understand from the buyers perspective.
I was asking from the sellers perspective.
Seems like there should be some pending payment
Or something in Paypal.

I have checked your form and I can see you have successfully integrated your form with PayPal, I have also tested it and I can see it redirects to the PayPal payment page and indeed it passes properly the payment amount:
Here if your submitter does not complete the payment then nothing will happen on your PayPal account, but the submission will be added to the incomplete payments, when you complete a payment manually it does not charge your submitter and you will need to request your submitter to send you the payment manually.
This seems to be the case on your form as I cannot see any payment info in the current submissions you have:
