When the forms populate my google drive folder, how can I have the file saved by the name of the person submitting the form, instead of the time stamp

    Simply remove the integration and integrate again: https://www.jotform.com/help/192-How-to-Integrate-a-Form-with-Google-Drive 

    When you have authenticated your account, you will see google folder, and next to it the time stamp variable. You can remove and and replace it for the name, and even add more than one such as the submission ID:
