User ability to download a file through a link inside the form

Is there a way to upload a file into my form so the user filling the form out can click a downloadable link?

You can actually insert an external link to the form. Here's how:

Under the Basic Fields, drag the "Text" tool towards the work space. Double click the text in order to edit it. Once you're done, just highlight the text and then click the "Insert/Edit Link" icon. Enter the file path at the URL field and then click OK. Click the Complete button after.
