We have investigated our logs for your form. The problem is happening because you might not have accepted the PayPal Payments Pro Billing Agreement. Login into your PayPal account and make sure everything is setup properly. Error received from PayPal:
Error 1054 Invalid Configuration
This transaction cannot be processed. The merchant's account is not able to process transactions.

I just wrote to contact the technical support of PayPal,and his answer is this: What you are trying to make,is to take credit cards directly from your website, and this is something that is only allowed for accounts with Website Payments Pro enabled.
Unfortunately, Pro is an advanced feature and is only available for U.S. accounts, UK and Canada.

You still need to accept Billing Agreement. That happened to other people in the past. Even if you are a Premier user you need to make sure all agreements are accepted or it will not work.

I think you edited your post while I was answering it. :)
OK, so they are now saying you cannot use Website Payments Pro because you are not in one of these countries?
I think in that case you will need to just use the regular PayPal option for your payments. Delete that question form your form and add a regular PayPal integration to your form and complete the wizard.
