Can I attach a url link to my questions?

I am attempting to create a form for departments to submit a personnel requisition.  There are questions which ask for specific codes, and I would like to have a link next to the question, where the person filling out the form could click, be taken to a page where they can select the correct code, and have that selection then show in the jot form answer space.  Is this possible?

You may place a Text field next to the question and place a link using the Hyperlink option from the Text editor. Please see the screencast below that can help you with inserting links to a Text field.

Once you have the Text field with hyperlink ready, you may position the text field to place it next to the question by following the guide Form-field-positioning.
