JotForm is a web-based service and can be working only when the internet is connected for building the forms. However, if you are referring to receiving the form submissions offline, you may consider creating a Fillable PDF form. Users would be able to save the form offline with PDF version after filling the form and submit the form when they are connected to the internet.
