Say I work in five different countries and have five different programs in each country. Say I work in the US, UK, France, Germany and Norway. Each country has five different programs. I want to build a form for my applicants to select a country and then have the programs that are found in that country be displayed so that person can chose one program in that country.
That means that the value of the first field determines that choices available for selection in the second field.
Can that be easily done with jotform or does that require a programmer?

Your problem is actually quite easy to solve. Jotform has a conditions feature which would solve it. Look at this form as an example http://form.jotform.ca/form/21104904219242?. You can copy this form and change stuff in it by clicking import form, copy from webpage and entering http://form.jotform.ca/form/21104904219242?.Then you can change the text and look at how I made it.
