How do I get the submit button to go to the tahnk you page without a donation?

The form you shared seems to have been deleted. However I checked your other RSVP form that has a donation option and cloned it to my account. Upon testing the cloned form, it looks like I am able to submit the form and go to the Thank You page when I don't have a donation. I wasn't directed to the Paypal page.

You can also test it out by submitting my cloned form without a donation here: https://form.jotform.com/62640532077958. In the cloned form, you will only be directed to the paypal page if a value is entered in the payment field.

I realized that when I put a suggested donation amount in the form, it went to paypal.

Then I tested and figured out how to use my stripe account, so I deleted the original paypal form.

Yes, adding a suggested donation amount in the paypal integrated form will make it go to the Paypal page after submission. I see that you are now using the Stripe integration for the form. Since stripe doesn't redirect to another page, you can choose to add a suggested amount from there.
