I updated this form (https://eu.jotform.com//?formID=53394518076361) but the changes are not being reflected in Preview or live on the site, can you please help ASAP as my client is breathing down my neck!

Can you please check again. I test your form https://www.jotformeu.com/form/53394518076361 and I see right now that the Text/Terms agreement is now the one from the form.
I noticed that it was different on the screenshot you have provided. But I could not reproduce that issue anymore.
Let us know if still not resolve.
