Clients get error message that photo is too large to attach

We have a client trying to submit a form.  She sent this email:   

"When I try to send it I am told that the photo upload is the wrong size. I have tried numerous photos to no avail"

We have been getting many clients unable to upload photos now.  Could it be something to do with our account space?
