We're looking at our reports and we noticed that on the majority of submissions have payer info at the end. However, a few submissions only show the option they chose in the authroize.net payment section. No payment info. Does this mean that their payment didn't go through? I just tested it with a fake card number and it tells me it's delclide and doesn't allow me to complete the form. That's perfect. What's happening with these submissions that don't include payer info?

The submissions that do not include the payer information won't be processed by authorize.net. You'll notice as well that you have only received 29 form payment submissions in your submission statistics, the same number in your submissions that only provided payment information.
