Some people who are not choosing to pay by paypal are being directed to the paypal page despite this once they have submitted their form, then their form isn't coming through.

Normally, making the form's payment element not required, and not selecting any products will allow it to not redirect to Paypal. This means there is no product selected by this. But if what you wish to do is to choose a different payment gateway service, you might probably want to look into this guide for a sample multiple-payment form: https://www.jotform.com/help/182-How-to-Create-a-Basic-Multiple-Payment-form
