If I delete the current billing option on my form, will all the submitted data acquired over time be lost?

Yes, you will lose everything in the payment field prior to deletion. That includes the item selected, the payee name and address. IF you want to keep the current form and change payment tool, you may consider downloading your form submissions first to have a backup.
