What does 100 Monthly Submissions SSL Secure Submissions Receive 10 Payments mean?

Does this mean only 10 people can submit a payment through square each month? Need clarification 

You're correct. You can have 10 payment submissions and 100 form submission per month. It will reset back to zero every first day of the month which will happen on October 01, 2016.
