I have enabled the 'Continue Forms Later' setting, this worked for few weeks, and now no longer works.

It is still working when I tried your form here.
I suggest you clear your browser's cache and cookies and try it again. The issue might have something to do with your browser's cache since this feature uses browser's cache/local storage.
You can also try this alternative method if the above feature does not work for you.
