I received an email saying we exceeded our API limit of 1,000 requests per day. However, I just set up a free account yesterday and created one form that has not yet been sent out. Could you clarify this issue?
Is "API limit" the same as "form submissions?"

Please note that form submissions and API limit are not same. Submission limit is the number of submissions which you can receive per month and resets on the first day of every month. API limit resets every day.
Are you using JotForm APIs?
I have gone ahead and manually reset your API limit. I would suggest you to please test again and get back to us if the issue persists.
I'm not sure what is meant by API. We just set up a form using JotForm's build tools and a widget. Please look at our form to see what we are using: https://form.jotform.com/wncforms/apparel-options-2017
I cloned your form to test it and it looks like the quantity gift registry widget is causing far too many API calls. Also, resetting the API call limit does not seem to actually reset the limit. Here are my API calls after a reset:

The same thing occurred with your form. I will forward this to our developers to see why this may be occurring. I have reset your API limit in the mean time, however, when your form is viewed, the count appears to go back to what it was before the reset. We will let you know via this thread as soon as we have any further information.
