If the payment total field in the payment integration is more than 0, then it will proceed on the Paypal payment gateway.
If you do not wish to charge your users, you can just use the "Purchase Order" in the payment fields.
If you do not wish to charge your users immediately, you can enable the "Authorization Only" in your payment integration. Here's a guide about it: https://www.jotform.com/help/292-How-to-Enable-Payment-Authorization
If you want something else or need further assistance, feel free to revert back.
Thanks.

I think i solved the problem. I put the paypal option but took the paypal button off. Now when the customer hits Submit it takes them directly to payment for paypal. I just wanted them to still be able to see and press submit. Thanks

Thank you for the update. Please note that by default, submitting a form with a paypal integration will automatically redirect the page to paypal, even while using the Submit button from jotform or the paypal button.
If you need further assistance, please let us know.
Cheers.
