I'm receiving an email to upgrade my account because I've exceeded my form views. None of my forms have more than 7 views. What's going on?

In our system, it shows the forms have consumed 1028 form views.
Every time someone loads the form, whether they submit it or not, it's counted as form view. I've reset it back to 500.
