I received an email saying my 15 forms are grandfathered in but now when I try to use the link it says the form is over it's quota or something similar and won't allow me to use any forms.

It seems that the cause of the form's overlimit was not due to the forms but due to the payments you have received.
Anyway, I have restarted your counter and your account should be active again.
