Is there a way to get the information from a partially filled out form like an e-commerce website that provides information from Abandoned shopping carts?
Want to see if we can use that info as Leads for interest in our offers.

If its a payment form, you can actually get the incomplete/non-payment submissions of the form.
Check the user guide:
If it is not a payment form, there is no way for you get any incomplete submission data if the form was not yet submitted. The form must be submitted to be able to get data/information from it.
An alternative workaround is to use 2 forms. The 1st form must be submitted (required). While the 2nd form need not be submitted yet but you can already check/view the filled in incomplete form.
