We have personnel inputting critical information to an application utilizing JotForm and the data is accessed by a few of us and when one person signs in to the system to access the info, the others cannot login.

I'm sorry, but I'm not sure I understand, are you referring to the form that you provided, to your account or you had something else in mind?

We have one login to this form’s data and when one person is checking out the data it ties up the data and no one else can login to jotform to look at the data. Is there a way for two personnel to have the ability to log into jotform and see the data that users are inputting or is only one person able to login at a time to see this data? Nothing is wrong with the application process, I am just trying to access what users are inputting while another one of us is logged in as well, looking at the data.

You can create a sub-user account. A sub-user can edit the form and view submissions. Here's a guide: How-to-share-forms-with-a-sub-account-user
You may also share the Form's Submission page by making it public. Here's a guide: How-to-Share-Form-s-Submissions-Page
