Can i limit the amount of people that choose an option

If you will use the Checkbox field instead of the Radio option, you can use the Entry Limits property of the Checkbox field to assign max/min limits on the allowed selection.

As to limiting the number of user that can use/submit the form, you can use the Submission Limit feature instead.

You can assign up to how many submissions allowed before the form will auto disabled.
