I need a workflow to attach file and send to approver for answer?

We are in construction.  Often questions arise that the architect needs to answer.  Can Jotform put pdf/jpg into form and on submission email to architect?  In the email could the form answers and pdf/jpg be seen and have a link to a form for a response?
