What happens with my starter account if it exceeds the limit of submissions and payments? Will it stop working then or do I get a warning e-mail before it will exceed the limits?

You should get the email warning and then your account will be disabled until the next first of the month, unless you upgrade. You can always check your data usage by going to this link: https://support.jotform.com/myaccount/usage
