I have certain clients that need to fill out a monthly report. Each of those clients has a different account manager, so each specific completed report would need to be sent to a specified account manager. Is this possible?

Yes, this is possible by creating notification email in your form. You can send a notification email to different recipient depending on the answer of your user by setting up Change E-mail Recipient condition on your form.
