Does JobForm have a linking capability, can I embed a web page to my form or open a new window wrt user's action?

Does JobForm have a URL linking capability?  Based on on an answer to a question or a problem state in Jotform, it would be good to be able to bring up up a link in a separate tab to provide explanations and supporting information.
