Can I email a form to a predefined list of recipients?

1 - Can a form be emailed to a list of people and then track who fills out the form and who doesn't?

2 - If so, can reminders be sent based on whoever on that list has not responded yet?

3 - Can this be scheduled?

It is possible to email your forms to a certain group of people. Here is how to do it:

You can put as many email accounts as you desire by using the "Enter" button on your keyboard. However, it is not possible to see the ones that have not submitted your form easily. The only way to do it is to navigate through your submissions and see who filled your form. And then you can determine who has not and send emails to them again. You can edit the text and make them look like reminders.

Scheduling them does not seem possible too. You can schedule your Auto-Responder emails. Please send us a response here, if you can think of any other way of doing this.
