Can't apply early bird calculation to payment total?

I am setting up new registration form for next year.

I can't seem to get the early bird to work. I put in conditions the amount that should be deducted but when I try to do a test registration, it still calculates the full amount without early bird discount.

Is this the case until you put in credit card? I just want to test it first.
