Why did my form disable when I downgraded?

On September 15, I upgraded to a Bronze account because my free submissions for the month were nearly up. I work for a school system, and one of our big fundraisers for the year was just beginning so I didn't want there to be any problems with users trying to submit donations.

I read on the JotForm website that I could downgrade at any time, but if I didn't, my account would be charged for another month. So on October 14, I downgraded my account and was under the impression that my free submissions for the month would start over. This was fine, because the "busy time" for our fundraiser was over.

However, this was not the case. My account is saying the form has reached its quota and has been disabled. I then attempted to earn some more submissions by liking JotForm on Facebook, but I still have been granted no more submissions.

Am I missing something? Even if I downgrade to a free account, do my submissions not start over at 0?

Any information would be very appreciated.

I have checked your account and see that it is tagged as over limit due to the payments received for the month. Please be noted that the free accounts are limited to receive 10 payments only in a month. Also, the submission counter will be reset on every first day of the following month for all accounts. Since the account has already received 14 payments since 1st of the current month and the account is downgraded to Free subscription resulted in disabling the account. I have reset the payments counter to 5 and activated your account so that you can continue receiving the submissions normally. Please be noted that this reset can be done only once. If you need to receive more payments for the anytime later, you'll need to upgrade your account to a paid subscription.

    Thanks!
