Having a problem editing my questions or text once I create it the option to drag the question and edit are gone and do not reappear.

I am having problems editing my questions and text once I create on my form

I can create but once I click out of it the option to drag the question and edit are gone and do not reappear. 
Nor does the Edit HTML button. Settings button or blue arrow appear when I click the desired item I would like to edit. 

I am in the Google Chrome Browser using Windows 10. 

Any assistance would be greatly appreciated.

So far I was not able to replicate the issue on my end. Is this happening to just one form? 

I just cleared your form's cache on the system. Please try clearing your browser's cache and try again to edit your form and see if the problem persists.
